The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) sole source contract to Cobham Advanced Electronic Solutions (CAES) Inc., 305 Richardson Road, Lansdale, PA 19446, up to twenty-six (26) Low Band Consolidation (LBC) Transmitters as a modification to current Low Band Transmitter (LBT) which will utilize the existing AN/ALQ-99 Tactical Jamming System (TJS) Band 4 antenna. This procurement will implement an engineering change proposal (ECP) developed under previous contract and includes supplies and services required for the production and delivery of modified LBTs to LBC transmitters, Non-Recurring Engineering (NRE) supporting production, associated spare components, and associated data. The total estimated quantity to be procured is up to thirty (30) modified LBC Transmitters. The LBC Transmitter will be a direct form and fit replacement of the LBT in the existing ALQ-99 pod. It is anticipated this LBC Transmitter procurement will be awarded in July 2023 Quarter 1 and will include a base and two options with deliveries estimated to begin in Quarter 3 FY25. The applicable NAICS Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The LBT and Band 4 transmitter are part of the AN/ALQ-99 Tactical Jamming System (TJS), are flown on the EA-18G aircraft, and provide vital Airborne Electronic Attack (AEA) jamming capability against radar and communications targets in the suppression of enemy air defenses. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c) (3), as implemented by Federal Acquisition Regulation FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements. As the sole system designer, developer, integrator, and manufacturer of the LBT, CAES is the only known source with the requisite knowledge, experience, and technical expertise to modify the LBC Transmitter and successfully integrate into the existing LBT and AN/ALQ-99 TJS. This contract being synopsized will be a follow on contract to sole source FY16 LBC contract # N00019-16-C-0007. This anticipated LBC contract award will occur July 2023 with deliveries to commence Quarter 3 FY25. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
