The F-35 Lightning II Joint Program Office intends to award a sole source basic ordering agreement (BOA) to Raytheon Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT for the F135 Component Improvement Program (CIP). BOA award is anticipated by end of first quarter of fiscal year 2022. Under the proposed BOA, Raytheon Technologies Corporation, Pratt and Whitney will procure new hardware and refurbish hardware test assets in order to resolve safety and readiness issues; maintain specification performance; improve part reliability; forecast hardware wear-out rates, life limits, and issues before they occur in operation service; and develop quality design changes and repair procedures where a return-on-investment can be realized. The CIP order deliverables placed under this BOA will include: engineering change proposals, manufacturing drawings, operating instructions and limits, maintenance instructions, rework/repair procedures, life limits, reliability and maintainability predictions, technical reports, specification change notices, test reports and earned value cost reports. These orders support the F-35 U.S. Services, Non-U.S. DoD Partners, and Foreign Military Sales. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is neither a request for proposal nor a solicitation of offers. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government.
