The F-35 Lightning II Joint Program Office (JPO) intends to award an order on the N0001921G0005 Basic Order Agreement (BOA) on a sole source basis to Raytheon Technologies, Pratt and Whitney Military Engines, East Hartford, CT in support of the F-35 Power Thermal Management System (PTMS) Engine Bleed Study. The anticipated contract will provide support to Lockheed Martin (LM) to identify PTMS cooling growth opportunities while minimizing impacts to engine life by exploring design opportunities, engine bleed airflow options, and thermal capacitance of the Cold Liquid Loop (CLL). The results of the study will inform program plans for future growth configurations to ensure that PTMS and Engine Development Programs are aligned for an integrated Air Vehicle solution. The contract is anticipated by the end of the third quarter of fiscal year 2022 and supports the F-35 JPO, U.S. Services, Non-U.S. Cooperative Program Partners, and Foreign Military Sales Customers. This notice of intent is neither a request for proposal nor a solicitation of offers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government reserves the right to process this procurement action on a sole source basis.
