The F-35 Lightning II Joint Program Office intends to issue a contract on a sole source basis to Raytheon Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT to procure the following supplies and services: Modules; diminishing manufacturing sources (DMS); unit and depot F135 propulsion systems peculiar support equipment; F135 propulsion systems peculiar Packaging, Handling, Shipping, and Transportation (PHS&T) and material handling equipment (MHE); new F135 propulsion systems sustainment requirements; F135 propulsion systems training requirements; new technical data and provisioning requirements; new security and risk management framework (RMF) requirements; new autonomic logistics information system (ALIS) and operational data integrated network (ODIN) requirements; and new tri-services, participant, and FMS unique requirements. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon Technologies Corporation, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The contract is anticipated to be awarded in July of 2022 and supports the F-35 Joint Program U.S. Services, Non-U.S. DoD Partners, and Foreign Military Sales Customers. This notice of intent is neither a request for proposal nor a solicitation of offers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government reserves the right to process this procurement action on a sole source basis.
