Naval Air Systems Command (NAVAIR) intends to issue a Fixed Price Incentive (FPI) and Firm Fixed Price (FFP) type modification under Contract N00019-18-C-1037 to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) to Incorporate the Modernized Pump Housing (MPH) Engineering Change Proposal (ECP) into the E-2D Advanced Hawkeye (AHE) Full Rate Production (FRP) Lots 9-11 aircraft as well as Japan E-2D Aircraft. As the sole designer, developer and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
