The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a modification to the existing Broad Area Maritime Surveillance Demonstrator (BAMS-D) Operations & Maintenance Support Contract N00019-18-C-1009 on a sole source basis to Northrop Grumman Systems Corporation (NGC). The anticipated Cost-Plus-Fixed-Fee (CPFF) contract modification is for NGC to perform damage assessment and investigation in support of the BAMS-D Unmanned Air System (UAS). This contract modification is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” NGC is the sole designer, developer, and integrator of the BAMS-D UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, and expertise to provide this transition of software within the program’s cost and schedule constraints while maintaining interoperability. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the secretion of the Government. This synopsis is published for information purposes only. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract modification for the effort mentioned above.
