The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to issue a modification to Delivery Order N0001921F0362 to Northrop Grumman Systems Corporation (NGSC), San Diego, CA for Recurring and Non- Recurring Engineering (NRE) efforts required for Level III Preservation, Storage, Inspections, Remove from Storage, and required follow-on maintenance of multiple MQ-4C Triton aircraft. It is anticipated that this Delivery Order will commence in August 2021 and will contain Option Line Items for extended support durations past the initial period of preservation and storage and for de-preservation. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
