Naval Air Systems Command (NAVAIR) intends to award a sole source Firm Fixed Price (FFP) modification under the AGM-88E Advanced Anti-Radiation Guided Missile (AARGM) Full Rate Production Lots 10 & 11 Contract N00019-21-C-0013 to Alliant TechSystems Operations LLC also referred to as Northrop Grumman Defense Systems (NGDS) for the procurement of twenty (20) AGM-88E AARGM Control Sections under FRP Lot 10 and thirty (30) AGM-88E AARGM Control Sections under FRP Lot 11, including production support and kit components. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer and manufacturer of the AGM-88E AARGM Control Sections, NGDS is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Contract/Program Background Existing Contract Number - N00019-21-C-0013 Contract Type - Fixed Price Type Incumbent - Northrop Grumman Innovation Systems Was the work previously set-aside? No Required Capabilities The effort will be performed at the contractor's facilities and include the procurement of AGE-88E AAARGM Control sections, production support, and kit components in support of the Aerial Targets under AARGM FRP Lots 10 and 11. The proposed contract actions are for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The previous AARGM contracts were awarded as Small Business Innovation Research (SBIR) programs. Accordingly, the Government does not have data rights to the missile guidance section and control section components. As the sole designer, developer and manufacturer of the AARGM and AARGM-ER missiles, Northrop Grumman Innovation Systems is the only source that currently possesses sufficient requisite knowledge, engineering expertise, tooling, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. The result of this Sources Sought will be utilized to determine if the required supplies or services exist in the marketplace and if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. Other interested parties may identify their interest and capability to respond to the requirement no later than 15 days after the posting of this sources sought. Eligibility The Applicable North American Industry Classification System (NAICS) code for this requirement is 336414 with a Small Business Size Standard of 1,250 employees. The Product Service Code (PSC) is 1410. Submission Details Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11.5 inch pages, font no smaller than 10 point) demonstrating the ability to perform the required capabilities.
