The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award a Firm Fixed Price (FPP)) Delivery Order to The Boeing Company on the Basic Ordering Agreement (BOA), N0001921G0006. The anticipated Delivery Order is for Taiwan Navy (TN) Missile Subsystem Test (MSTS) Field Service Representative (FSR) Support for Foreign Military Sales (FMS) to provide the TN ongoing FSR support for the Harpoon Weapon System (HWS). The Government intends to solicit and negotiate with only one source under authority of Federal Acquisition Regulation (FAR) 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon Weapon System and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the services anticipated under these orders. The Boeing Company is the sole owner of technical data for Harpoon and therefore is the only responsible source that can meet the Government's requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
