The Naval Air Systems Command intends to enter into sole source negotiations and subsequently award and Order under a sole source Basic Ordering Agreement (BOA) with General Atomics (GA), San Diego, California. The anticipated order will be for the efforts needed to develop depot capability requirements necessary to perform depot level repair of repairable assemblies for the EMALS system and address component level repair. In addition, depot standup capability is required for depot level shipboard repairs (referred to as “on-equipment” repairs), and overhauls (referred to as ‘off-equipment’ repairs) over the lifecycle of the EMALS system. This effort will focus on a prioritized list of repair of repairable assemblies for “on-equipment” and “off-equipment” repairs to the EMALS system. As the sole designer, developer and manufacturer of EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, issue an order or orders, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
