The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price (FFP) delivery order under the soon to be awarded Basic Ordering Agreement (BOA) with Rolls-Royce Corporation (RRC), Indianapolis, IN. This order will consist of spare 427A Engines for the E-2D Advanced Hawkeye (AHE). Currently, Rolls-Royce Corporation (RRC) is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements". There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. The Naval Air Systems Command (NAVAIR) E-2/C-2 Airborne Command and Control Systems Program Office (PMA-231) is issuing a pre-solicitation synopsis for the sole source contract to Rolls Royce Corporation for the manufacturing, procurement, and delivery of Series IV T56-A-427A Engines. Rolls Royce is the sole designer, developer, manufacturer and integrator of the T56-A-427A turboprop engine. At this time, Rolls Royce is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements. NAVAIR intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” This notice is not a request for proposals; however, any firm believing they can fulfill the requirement may submit a capability statement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price type contract to Rolls-Royce Corporation (RRC), Indianapolis, Indiana (IN) for the manufacturing, procurement, and delivery of Series IV T56-A-427A engines. This procurement will be awarded on a sole source basis to RRC. RRC Indianapolis is the original and sole designer, developer, and manufacturer of all type/model/series T56 engines, and is the sole manufacturer of the only qualified engine to be used in the E2-D Advanced Hawkeye (AHE) aircraft. As such, RRC is the only source with the technical data, facilities and capabilities needed to provide these services and meet the Government’s requirement. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements.
