Naval Air Systems Command (NAVAIR) intends to award a sole-source order to Northrop Grumman under Basic Ordering Agreement (BOA) N00019-20-G-0005 for one (1) year of continued storage, preservation and limited maintenance for the E-3D aircraft number ZH104 for the PMA-271 Airborne Strategic, Control and Communications Program Office. PMA-271 intends to purchase the E-3D aircraft from the United Kingdom (UK) Ministry of Defense (MOD) for an In Flight Trainer (IFT) in support of the E-6B aircraft program. The E-3D aircraft is currently located at Northrop Grummans’s Lake Charles, LA. The aircraft is not currently airworthy and the aircraft must be stored and preserved by NGDS while the Government sets the follow-on requirements. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will normally be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
