The Naval Air Systems Command (NAVAIR) intends to negotiate and award a modification on order N00019-19-F-2593 under Basic Ordering Agreement (BOA) N00019-15-G-0003 for identification and procurement of an M-Code capable satellite simulator. Upon receipt of the M-Code capable satellite simulator, Raytheon Missiles and Defense (RMD) will integrate the M-Code capable satellite simulator into the three (3) upgraded Hardware in the Loop (HIL) / Software in the Loop (SIL) Interface Rack (SIR) systems. RMD will also integrate GFE delivered software into the three (3) HIL/SIR systems. NAVAIR intends to award this effort to RMD, P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting – Elizabeth Corrigan at Elizabeth.corrigan@rtx.comr). Since 1994, RMD has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. RMD solely possesses the current configuration and manufacturing data for the Tomahawk Block IV and Block V AUR missile, and is the only source capable of performing the required integration and testing. RMD maintains and controls both the Level III technical data package (TDP) and the manufacturing documentation for the Block IV and Block V AUR. Because a detailed knowledge and expertise of the Tomahawk Block IV and Block V AUR missile is required to conduct tasking under this contract, RMD is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.
