The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Sole-Source Contract under N00019-22-0002 to Collins Aerospace, Rockford, IL for the procurement of the modified and upgraded Constant Frequency Generator (CFG) General Control Units (GCUs), Collins P/N 766101B. The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Collins Aersospace is the Original Equipment Manufacturer (OEM) of the CFG GCUs and as the sole designer, developer, and manufacturer. Collins Aerospace is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the V-22. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement hereinhave, and the Contractor is unwilling to sell, data rights to support competition for the supplies and services described above. As a result, only Collins Aerospace has the unrestricted totality of technical data, unique engineering support experience, and detailed knowledge of V-22 engines to meet the USN’s requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. IT IS THE RESPONSIBILITY OF THE POTENTIAL OFFERORS TO MONITOR THIS WEBSITE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. 3.0 Background The V-22 aircraft configuration includes a CFG manufactured by Collins Aerospace. The CFG is composed of an Integrated Drive Generator (IDG) and Generator Control Unit (GCU). Historically, the Collins CFG and support have been contracted as Contractor Furnished Equipment (CFE) under contracts with the aircraft manufacturer, Bell-Boeing Joint Project Office. Collins was awarded a FAR 12 contract to include non-recurring engineering, reliability/sustainability improvements, test, repair and modification, logistics support, training, obsolescence management, spare and repair parts, support equipment, and procurement in support of the CFG on the V-22 aircraft, including, but not limited to, the IDG and GCU. The requested information is to assist the Government in conducting market research to determine potential business sources that have the assets, skills, experience, financial stability, qualifications, rights to technical data, and requisite knowledge required to support the requirement. the Government does not possess adequate license rights in the required technical data package necessary to fulfill the requirement herein. Therefore, respondents shall provide with the Letter of Intent (LOI) addressed under paragraph 5.0, unredacted licensing agreements in place with the CFG Original Equipment Manufacturer (OEM), UTAS, in order to enable the Government to perform an initial validation of the respondents’ ability to fulfill the CFG requirements set forth herein. Non-OEM respondents that do not provide the aforementioned licensing information will not be assessed or considered. 4.0 Eligibility The applicable NAICS code is 336413 with a Small Business Size standard of 1,000 employees. The Product Service Code (PSC) is 1680. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size (see paragraph 5.0). 5.0 Requested Information Interested parties must first submit a Letter of Intent (LOI) with supporting documentation required to obtain authorization to receive Government Furnished Information (GFI) associated with this effort. GFI shall be provided to interested sources upon authorization. The LOI shall include the following information to verify credentials (do not submit classified information): An UNCLASSIFIED description of the respondent’s general capabilities to support this effort to include, the facility clearance for the CAGE code and licensing agreements with OEM to allow access to technical data required to fulfill the requirements CAGE code, DUNS Number, and mailing address Business size. Indicate whether Contractor is a Large Business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. POC information and mailing address to receive the GFI package POC to receive additional information or clarification POC for non-disclosure agreements (NDA) Signed GFI NDA Blank Copies of Respondent’s NDA to give to an NDA Negotiation POC if that is so desired (see Paragraph 6.0 Data Markings for more details) Describe Contractor’s ability to manage and secure classified information After receipt of the GFI, NAVAIR expects to receive from each respondent an UNCLASSIFIED Full Response with capability summary, which contains a detailed description of capabilities to provide the redesigned Collins CFG GCU on the V-22 aircraft. Each capability summary shall include at a minimum: Description of the Contractor’s approach, assets, skills, experience, financial stability, qualifications, rights to appropriate technical data, and requisite knowledge with performing these tasks on the V-22 CFG, and associated IDG and GCU, based on information provided in the GFI. Include specific relevant technical and management experience performed in the past five (5) years with applicable contract numbers. Development, manufacture, modification and testing of the V-22 CFG and associated software and firmware; Non-recurring engineering and logistics efforts in support of the repair and modification of V-22 CFGs, development of technical data, training of Fleet and Fleet Readiness Center-East (FRCE) artisans, and delivery of support equipment and components for validation and verification; Procurement of the Collins CFG and associated hardware, software, and firmware, to be provided as GFE to the V-22 production line, to V-22 mod/retrofit lines and trainers, and as spare and repair parts; Support for CFG related V-22 training, training materials, and training device updates. Obsolescence management efforts, including but not limited to obsolescence trade studies, obsolescence component testing and bridge buys or Life-of-Type buys; Support to in-service operational and test V-22 aircraft; Engineering/technical/integration support, engineering investigations, service life assessment support, service life extension support and studies. 6.0 Responses Data Markings. In order to complete its review, NAVAIR must be able to share a respondent’s information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data—Noncommercial Items (FEB 2014). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions (both the LOI and the full response) must include a statement which clearly allows for the information to be disclosed with covered Government support contractors. International Traffic in Arms Regulations (ITAR). If the respondent is a foreign owned, controlled or influenced (FOCI) concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required.
