Synopsis: Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order modification under Basic Ordering Agreement N00019-17-G-0002, Delivery Order N0001918F1645 to the Bell Boeing Joint Program Office on a sole-source basis to provide MV-22 Integrated Aircraft Survivability Equipment (IASE) A-Kits for APR-39D(V)2, also known as the Configuration B to Configuration C, MV-22 IASE A-Kits for Department of Navy Large Aircraft Infrared Counter Measure / Advanced Threat Warner with APR-39D(V)2, also known as the Configuration A to Configuration C, and MV-22 IASE Aft Sponson Fuel Delta A-Kits. In addition, the Delivery Order modification will provide Non-Recurring Engineering to update the retrofit engineering based on the findings from the previous IASE retrofit installs. This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts. The proposed Delivery Order modification is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
