The Naval Air Systems Command (NAVAIR) hereby issues the following synopsis for the AN/APX-123 (V), Common Identification, Friend or Foe (IFF) Digital Transponder (CXP) Systems. This is a follow-up announcement to the Sources Sought N00019-21-RFPREQ-PMA-274-0155 previously posted to beta.SAM.gov on 04 November 2020. The Sources Sought announcement is now closed. No response was received. NAVAIR intends to negotiate and award an Indefinite Delivery Indefinite Quantity (IDIQ) to BAE Systems, Inc., on an, other than full and open competition, basis. The contract will be for the procurement of AN/APX-123(V)/AN/APX-123A(V) and associated kits to maintain each system’s compliance with MIL-PRF-CXP3. Additionally, labor sufficient to support delivery and repair requirements, non-recurring engineering, reliability/sustainability improvements, qualification, test, repair and modification support, spare and repair parts. BAE Systems, Inc., is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements". This notice of intent is not a request for competitive proposals. However, interested parties are requested to submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received by the Government within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed contract actions based upon responses to this notice is solely within the discretion of the Government. The Naval Air Systems Command (NAVAIR) intends to supplies and services required to test, repair, maintain and deliver the AN/APX-123 (V), Common Identification, Friend or Foe (IFF) Digital Transponder (CXP) Systems currently utilized on the Presidential Helicopter Program aircraft. For improved affordability, the Presidential Helicopter Program is seeking to contract directly with BAE Systems; however, the Government will consider responses for the purpose of determining whether to conduct a competitive procurement. Tasking will consist of non-recurring engineering, reliability/sustainability improvements, qualification, test, repair and modification support, spare and repair parts for the AN/APX-123 (V), Common IFF CXP Systems and Change Kits, at multiple levels of certification. The ordering period is anticipated to be five (5) year’s period of performance. THIS SOURCES SOUGHT IS NOT A FORMAL REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources, may submit a capability statement which will be considered by the Government. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the Presidential Helicopter Program and must include personnel and resources specifically qualified to provide the supplies and services described. The capability statement must include the approach to accomplish this effort for the Presidential Helicopter Program. The Government does not intend to award a contract as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice. A determination by the Government not to compete the proposed efforts based upon the responses to this notice is solely at the discretion of the Government.
