The Naval Air Systems Command (NAVAIRSYSCOM) intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N00019-19-G-0031 to Collins Aerospace, 400 Collins Rd NE, Cedar Rapids, IA 52498, on an other than full and open competition basis. The contract will be for Software Support, Non-Recurring Engineering, and associated training to update and maintain the existing VH Common Avionics Architecture System (CAAS) in support of the Cockpit Upgrade Program (CUP). Collins Aerospace. is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Systems Command (NAVAIR) has a requirement for software support, non-recurring engineering, and associated training to update and maintain the existing VH Common Avionics Architecture System (CAAS) in support of the Cockpit Upgrade Program for the VH Presidential Helicopters Program. Specific performance requirements include, but are not limited to, software/firmware upgrades to increase CAAS functionality, software/hardware maintenance, repairs and upgrades, software code changes, software support including but not limited to detailed integration with requirements capture, software integration, software and system simulation and documentation support, dry run testing, regression testing, and Final Qualification Testing for flight release of software, Software Trouble Reports (STRs), software change request analysis and incorporation. The ordering period is anticipated to be a one (1) year period of performance. NAVAIR is not the sole developer or owner, nor has the rights to the data for the software tools that will be required for software development and maintenance including simulation software, the Software Engineering Environment (SEE) and other software development tools. Additionally, NAVAIR does not have the necessary data rights to utilize the software tools required to maintain the software. The SEE, specifically the Apex Environment, Configuration Environment, and the Dynamic Object Oriented Requirements System (DOORS) database are also not able to be provided by NAVAIR. The technical data, which NAVAIR does not have the necessary rights to allow for competition for the existing CAAS, associated software environments and tools will be necessary in order to incorporate software changes and updates required for these efforts, which NAVAIR would not be able to provide. THIS SOURCES SOUGHT SYNOPSIS IS NOT A FORMAL REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources may submit a capability statement that will be considered by the Government. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the VH Presidential Helicopters Program and must include personnel and resources specifically qualified to provide the supplies and services described. The capability statement must include the approach to accomplish this effort for VH Presidential Helicopters Program. The Government does not intend to award a contract as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice. A determination by the Government not to compete the proposed efforts based upon the responses to this notice is solely at the discretion of the Government.
