This is a pre-solicitation notice in accordance with FAR 5.201. The United State Naval Air Systems Command (NAVAIR) intends to award a sole source contract with Honeywell International to meet the systems upgrade requirement to the E-6B Display Electronics Unit (DEU). The intent of this procurement is to modify the existing E-6B Display Electronics Unit (DEU) part number database to upgrade the legacy DEU inventory to enable simultaneous operation of both legacy and alternate Display Units (DU) models within the E-6 Common Display System (CDS.) If awarded, the proposed contract will be awarded using Other than Full and Open Competition procedures citing authority 10 USC 2304(c)(1) as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This synopsis does not constitute an Invitation for Bids (IFB) or Request for Proposal (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
