The Naval Air Systems Command, PMA-265, intends to award a sole source, firm-fixed-price delivery order to The Boeing Company under a yet to be awarded Basic Ordering Agreement to produce a minimum of 81 Satellite Communications (SATCOM) G-Kits, 100 SATCOM E-Kits, and 100 SATCOM F-Kits, as developed on the F/A-18 EA-18G Engineering Change Proposal 6486. These kits will be used to support the F/A-18E/F and EA-18G Aircraft. This Synopsis is for informational purposes only. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to negotiate the contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for this action described herein is 336413. GENERAL INFORMATION: The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18A-D, F/A-18E/F, and EA-18G aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort. This is an on-going effort with Boeing. For subcontracting possibilities, The Boeing Company can be contacted at http://www.boeingsuppliers.com/esd/getstart.html. Any interested party must have the approved facility(ies) and personnel clearances necessary, and also demonstrate the ability to obtain any required clearances in time to meet the schedule requirements. Any interested party shall be responsible for obtaining from The Boeing Company all aircraft data required to support this effort at no cost to the U.S. Navy. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government’s needs within the required response time. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Request for Information (RFI) The Naval Air Systems Command, PMA-265 (Mission Systems) is soliciting information from industry to determine potential contractors who have the skills, experience, qualifications, and knowledge required to produce a minimum of 81 Satellite Communications (SATCOM) G-Kits, 100 SATCOM E-Kits, and 100 SATCOM F-Kits as developed on the F/A-18 EA-18G Engineering Change Proposal 6486. The contractor shall be responsible for obtaining from The Boeing Company all aircraft data required for the support of this effort at no cost to the U.S. Navy. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP), BUT RATHER A REQUEST FOR INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirements as stated in this synopsis. This RFI is issued solely for market research, planning and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above. Vendors can additionally provide a capabilities statement of no more than 1 page in length that demonstrates the respondent’s ability to meet the requirements as specified herein, including the delivery schedule requirements. The Government is interested in receiving vendors’ commercial published price lists for items they believe meet the need in this RFI. The Government is also interested in lead-time and current stock level. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued.
