Naval Air Systems Command (NAVAIR) intends to award a delivery order for a base plus four one-year option periods, under an existing sole source Basic Ordering Agreement N00019-20-G-0003 to Maritime Surveillance Associates (MSA) for the improvements to the Global Reconstruction, Analysis & Measurement System Suite (GRAMS) Enhanced Multi-Segment Tracker (EMST) and Sound Pressure Level Work Station (SPLWS) developed by Maritime Surveillance Associates. GRAMS is certified by the Office of Naval Intelligence (ONI) and used to determine Sound Pressure Level (SPL) of signals radiated by threat submarines, surface ships, and weapons. The anticipated award date is July 22 2021. This order is for the improvements to the EMST and SPLWS which are integrated applications of GRAMS. These improvements include enhancements to previously developed display and Operator Machine Interface, as well as enhancements to baseline GRAMS processing. NAVAIR intends to negotiate and award this delivery order utilizing other than full and open competition pursuant to the authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Suppliers or Services will Satisfy Agency Requirements”. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within a thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
