The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to issue a sole source delivery order, under BOA N00019-20-G-0005, to Northrop Grumman Systems Corporation (NGSC), San Diego, CA for Triton’s electrical power system upgrades to refine electrical load analysis by using additional test and operational data to predict future mission growth and performance. NAVAIR will procure this requirement in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary analysis efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
