The Naval Air Systems Command, in support of PMA-261 CH-53 Heavy Lift Helicopters Program Office, intends to solicit a contract for negotiation with Sikorsky,), A Lockheed Martin Company, on a sole source basis under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to complete the Non-Recurring Engineering (NRE), systems engineering management, program management, logistic support planning, facilities, and data management activities required to design, develop, integrate, test, and qualify an updated Flight Control Computer (FCC) that will mitigate component obsolescence within FCC hardware. The updated FCC is to be tested and qualified to meet the performance requirements of the current CH-53K FCC technical requirements specification (TRS), and to maintain backward compatibility at a shipset level with all CH-53K Flight Control System (FCS) hardware and software interfaces. The intended contract will be issued as a new delivery order under the Basic Ordering Agreement N00019-19-G-0029. This requirement will be procured in accordance with statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Sikorsky is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. Sikorsky is the designer, developer, and sole producer of the CH-53K aircraft and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner.
