The Naval Air Systems Command intends to award a sole-source firm fixed price delivery order under a Basic Ordering Agreement to Rolls Royce, plc, Bristol, England, for Integrated Logistics Support (ILS) for the AV-8B F-402 Pegasus propulsion system pursuant to the authority provided in FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The F402 Pegasus Propulsion System is used in the United States Marine Corps (USMC) AV-8B Aircraft as well as Spanish and Italian AV-8B variants. Rolls Royce is the original designer, developer and manufacturer of the F402 (AV-8B) series engine and is the only source with the requisite knowledge, experience and technical expertise to continue to provide the required supplies and services. The period of performance will include one (1) 12-month base period and two (2) 12-month option periods. Under the proposed delivery order, Rolls Royce shall perform logistic support activities to sustain the operational readiness requirements of the Pegasus engine. The Government does not intend to use the provisions for FAR Part 12 for this acquisition. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
