The Naval Air Systems Command (NAVAIR) intends to issue a Level of Effort (LOE) Increase to the existing Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract N0001919D0004 with the Boeing Company for Post Production Support Services (PPS). This LOE will be an increase in scope of the effort for Item 0010, "Subcontractor - BAE" for Calendar Years 2021 through 2023. These PPS efforts will include support from the OEM for T/AV-8B sustaining Engineering and Integrated Logistics (ILS) support required to maintain the T/AV-8B during the PPS phase of the aircraft's lifecycle. Specific Engineering Support Services include, but is not limited to: engineering analyses, suitability evaluations, effectiveness evaluation, engineering investigations, and generation of technical alerts. Logistics support includes, but is not limited to, development of repair concepts, on-site support to the PMA-257 Fleet Support Team, maintenance of the T/AV-8B logistics database, supply chain management, development of solutions to T/Av-8B logistics issues, and special tooling support. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible sources and no other supplies or services will satisfy agency requirements". Boeing is in sole possession of the requisite data as well as the avionics integration capability and experience required to perform the T/AV-8B support tasks listed above.
