NAVAIR intends to enter into sole source negotiations and subsequently award an Order under Basic Ordering Agreement N00019-16-G-0006 to General Atomics (GA), San Diego, California (CA). This contract is for the upgrade of AAG Power Conditioning Subsystem (PCS) Control Boxes and Charging Power Supplies (CPS). This effort is for the update of the PCS and CPS drawing updates as well as necessary procedure updates to endure proper boot timer configurations of the CPSs. Upon completion of all upgrades, all units will be packages and delivered to shipyards or sparing locations and the units will be installed at CVN 78, CVN 79, and Runway Arresting Landing Site. AAG is an aircraft arrestment system that provides the Government with the ability to recover current and projected carrier based tail-hook equipped aircraft. AAG will replace the current MK7 arresting gear. As the sole designer, developer and manufacturer of the EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
