The Naval Air Systems Command (NAVAIR) intends to award a sole source delivery order to Northrop Grumman Defense Systems doing business as Alliant Techsystems LLC, to repair defective lower-level assemblies of guidance and control sections, and repair CMBRE Box 4 & 5 units under the Indefinite Delivery Indefinite Quantity (IDIQ) N00019-20-D-0106. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The planned period of performance is 12 months. The effort shall be procured pursuant to 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Northrop Grumman Defense Systems is the sole designer, developer, and manufacturer of the AARGM, and as such, is the only known source available with the requisite knowledge, experience, technical expertise, and technical data necessary to produce the requirements described herein, in order to satisfy the Government’s requirement. Subcontracting opportunities should be sought directly from Alliant Techsystems LLC at the following address: Northrop Grumman, Defense Electronic System Division, 9401 Corbin Avenue, Northridge, CA 91324 INFORMATION FOR INTERESTED PARTIES All responsible sources may submit a Capability Statement, which shall be considered by the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any money expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. This effort requires access to “Military Critical Technical Data” requiring a DD Form 2345, and the data associated with the Advanced Anti-Radiation Guided Missile (AARGM) is export controlled and is not available to foreign sources or representatives. Any interested party must have the knowledge, experience, technical expertise, and technical data necessary to accomplish this effort, which must be addressed in the Capability Statement. Only Capability Statements that address the aforementioned requirements and are received on or before this Notice's closing date will be considered by the Government.
