The Naval Air Systems Command (NAVAIR) E-2/C-2 Airborne Command and Control Systems Program Office (PMA-231) is issuing a pre-solicitation synopsis for the sole source contract to Rolls Royce Corporation to develop and deliver Component Maintenance Manuals (CMMs) for T56-A-427A Propulsion Control Module Unit (PCMU) and Fuel Pump and Metering Units (FPMU) assemblies in S1000D format with a printable .PDF. These CMMs will allow for repeatable and quality repairs of these components. Please be advised, the Government intends to award the contract under Basic Ordering Agreement (BOA) N00019-18-G-0025 to Rolls Royce. Rolls Royce is the sole designer, developer, manufacturer and integrator of the T56-A-427A turboprop engine. At this time, Rolls Royce is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements. NAVAIR intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” This notice is not a request for proposals; however, any firm believing they can fulfill the requirement may submit a capability statement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
