The Naval Air Systems Command (NAVAIR) intends to award a sole source, Firm Fixed Price (FFP) contract to BAE Systems Information and Electronic Systems Integration of Nashua, New Hampshire (BAE) for the procurement of OE-120B/UPX Antenna Group Installation and Check-Out (INCO) Kits. This procurement includes supplies required for the production and delivery of OE-120B/UPX Antenna Group INCO Kits. INCO Kits are spare parts used during installation, testing, and replacement of damaged/defective parts. BAE, as the sole designer, developer, and manufacturer of the OE-120B/UPX Antenna Group is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to support the above-mentioned INCO Kits. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
