The Naval Air Systems Command (NAVAIR),Aerial Targets Program Office (PMA-208), Patuxent River, Maryland, intends to enter into negotiations and subsequently award a sole source, Firm Fixed Fee (FFP) delivery order under Basic Ordering Agreement (BOA) N00019-17-G-0003 with Kratos Unmanned Aerial Systems, Inc. (KUAS), Roseville, California for the procurement of 35 RATO Kits (P/N 8G017-131) including two options for a quantity range of 30-65 in support of BQM-177A Subsonic Aerial Target (SSAT) Full Rate Production Lots 1 through 3. Contract Award is anticipated for the third quarter of fiscal year 2021. The BQM-177A is a subsonic, recoverable, aerial target system that emulates Anti-Ship Cruise Missile (ASCM) and Surface-to-Air Missile (SAM) in support of weapons system test and evaluation. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. KUAS is the sole designer, developer and manufacturer of the BQM-177A SSAT to include unique mission kits, special tooling, software and support equipment. KUAS is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government’s requirements for the BQM-177A SSAT system.
