The Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract with Mercer Engineering Research Center (MERC), an operating unit of The Corporation of Mercer University, 135 Osigian Blvd, Warner Robins, GA 31088. The anticipated period of performance for this contract is one (1) 12 month base year and two (2) option years. Federal Acquisition Regulations (FAR) Part 15 provisions will be used for this procurement. This procurement is for C/KC-130 Automated Inspection, Repair, Corrosion, & Aircraft Tracking (AIRCAT) system to manage inspection intervals and repairs, data storage for flight data downloads, calculating Equivalent Baseline Hours (EBH) based on aircraft usage for tracking of life limited hardware and EBH based inspections, and Fleet requests for technical assistance. A sole source acquisition will be procured under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Vendor searches were performed using the World Wide Web and a Dynamic Small Business Search was performed using the Small Business Administration Data Base website using North American Industry Classification System (NAICS) code 541330 – Engineering Services. The results indicated there are few companies with experience performing services and developing software for tracking aircraft usage. However, market research has shown that those companies are focused on commercial applications and other military applications. None of the companies researched except MERC currently has the expertise and capability including hardware/software and personnel required to modify, integrate, and sustain AIRCAT for the Navy C/KC-130 fleet. MERC has obtained and maintained teaming agreements with Lockheed Martin, the C-130 Original Equipment Manufacturer (OEM) and developer of the methodology to support the C-130 AIRCAT program. MERC has worked with the USAF and Lockheed Martin for over a decade to provide a highly effective and cost competitive engineering support for the AIRCAT system. Additionally, MERC was the only company to respond to the Sources Sought demonstrating the required technical expertise for this effort. MERC’s previous experience and current involvement with USAF C-130 AIRCAT systems ensures the requirements of this SOW will be met. It is not feasible to modify existing commercial systems to meet USN requirements. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. PMA-207 is seeking services to provide a holistic approach, using existing software, for managing inspection intervals and repairs, data storage for flight data downloads, calculating Equivalent Baseline Hours (EBH) based on aircraft usage for tracking of life limited hardware and EBH based inspections, and Fleet requests for technical assistance. A Licensing Agreement with OEM is required to access OEM load analysis methodology in order to calculate EBH. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code currently assigned to this procurement is 541330. BACKGROUND The United States Navy (USN) has a requirement to assess C/KC-130 fleet structural aircraft life. The USN is seeking a means to meet this requirement by utilizing an existing web based database that provides the ability to collect and process Individual Aircraft Tracking (IAT) and calculate EBH based on aircraft usage. The implementation of the database shall enable flight data uploads from the field, while storing, and processing the data in order to assess C/KC-130 service life. The database shall also have the ability to process Technical Assistance Requests (TARs) in accordance with Technical Order (TO) 00-25-107. In order to assess the C/KC-130 service life, the database shall also provide USN-specific C/KC-130 inspection and repair tracking and documenting capability as well as the capability to produce a report that assesses the amount of remaining EBH on individual USN C/KC-130 aircraft before next inspection. The Contractor shall be equipped to provide training to each fleet activity, as well as civilian engineers on use of web based database as previously described. 3. INFORMATION REQUESTED NAVAIR is conducting market research to identify industry partners that can provide support for the work scope identified above. Potential Contractors are requested to provide information on current products and services, relevant history, evidence of past performance, and capability of supporting in full the requirements identified herein. Interested parties shall provide their technical capabilities describing how they are able to meet the Government's complete requirements for the aircraft tracking and life assessment web-based database, either directly or through teaming arrangements. Potential sources shall be capable of furnishing all labor, materials, facilities, and equipment required to maintain and integrate the web-based database. Interested contractors shall submit their technical capabilities describing how they are able to meet the Government's complete requirements for the work scope described above. If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance. When the PCO or the CS generates a drop-off request for you, the Offeror will receive an email with a link to submit its drop-off. This link is valid for 14 days, for a one-time submission.
