The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source IDIQ contract to Boeing Digital Solutions, 55 Inverness Drive East, Englewood, CO 80112, for the KC-130J mission planning support software products. The anticipated contract is for five (5) year base plus three (3) one (1) year option periods. Federal Acquisition Regulations (FAR) Part 12 provisions will be used for this procurement. This effort consists of the procurement and delivery of releasable mission planning support software products in direct support of three (3) Kuwait Air Force (KAF) Block 6 KC-130J transport aircraft and for one (1) Weapon System Trainer (WST). A sole source contract will be awarded under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Boeing Digital Solutions is the sole approved system designer for the KC-130J mission planning support software products. Additionally, Boeing Digital Solutions is the only known firm with the necessary technical data, knowledge, equipment, facilities, and experience with the subject aircraft to provide the required products within the required timeframe. BDS developed the mission planning software as a commercial item and the Government has only those rights in technical data and computer software that would be provided to commercial customers and therefore is unable to use the data to compete this effort. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. The Navy Tactical Lift Program Office (PMA-207) is seeking support for the procurement, and delivery of releasable mission planning support software products for the Kuwait Air Force (KAF). These products will be in direct support of three KAF Block 6 KC-130J transport aircraft and one Weapon System Trainer (WST). This sources sought for mission planning software includes the procurement, customization, and delivery of worldwide navigation databases (NavData) for aircraft Flight Management Systems (FMS), and other common products. These common products include Jeppesen MilPlanner mission planning, OpsData/Runway Analysis aircraft performance analysis, Total Navigation Solution (TNS), Foreign Military Sales (FMS) Navigation Data, and Compressed ARC Digitized Raster Graphics (CADRG) charts. This effort includes the procurement and delivery of releasable mission planning support software products for the KAF as follows: Mission Planning – contractor to provide latest customized version of Jeppesen MilPlanner to KAF with all functions currently available in the commercial version for the KC-130J aircraft Ops Data/Runway Analysis – contractor to provide software under a perpetual license (annual subscription fee) for the Kuwait KC-130J aircraft Total Navigation Solution (TNS) – contractor to provide an Electronic Flight Bag (EFB) software application under a perpetual license (annual subscription fee) Navigation Database – contractor to provide FMS NavData under a perpetual license (annual subscription fee) with database updates every 28 days in accordance with the International Civil Aviation Organization (ICAO) Aeronautical Information Regulation and Control (AIRAC) schedule Compressed ARC Digitized Raster Graphics (CADRG) Charts – contractor to provide an aviation navigation charting capability for the Kuwait KC-130J aircraft that is compatible with its moving map system 3. INFORMATION REQUESTED NAVAIR is conducting market research to identify industry partners that can provide Mission Support Planning products for the work scope identified above. Potential contractors are requested to provide information on current products, relevant history evidence of past performance, access to original equipment manufacturer (OEM) technical manuals and data, and the capability of supporting in full the functions identified herein. Interested vendors shall provide a statement of their technical capabilities describing how they are able to meet the Government's complete requirements for the stated Mission Support Planning products as described in paragraphs 1 and 2 above, either directly or through teaming arrangements.
