Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source contract for five years with Lockheed Martin Corporation, 86 South Cobb Drive, Marietta, GA 30063, for the effort associated with the KC-130J Large Aircraft Infrared Counter Measures (LAIRCM) with Advanced Threat Warning (ATW) Aircraft Modification A-Kits, LAIRCM-ATW A-Kit Replacement Parts, and LAIRCM-ATW A-Kit Bench Stock Kits. This procurement is in support of the KC-130J aircraft utilized by the United States Marine Corps (USMC). A sole source acquisition will be procured under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Lockheed Martin is the original and sole designer, developer, and manufacturer of the C/KC-130J aircraft and the LAIRCM ATW A-Kits. Additionally, Lockheed Martin is the only known firm with the necessary technical data, knowledge, equipment, facilities, and experience with the subject aircraft to provide the required supplies within the required timeframe. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. GENERAL This sources sought is being issued by the Naval Air Systems Command (NAVAIR). The Department of the Navy (DoN) C/KC-130 Program Office is seeking to procure 21 Large Aircraft Infrared Counter Measures (LAIRCM) with Advanced Threat Warning (ATW) aircraft modification A-Kits, and on an as needed basis LAIRCM-ATW A-Kit Replacement Parts and LAIRCM-ATW A-Kit Bench Stock Kits. This procurement is for the KC-130J aircraft utilized by the United States Marine Corps (USMC). The A-Kits include wire harnesses, bracketing, mounting plates, regulated transformer rectifiers, uninterruptable power supplies, and pressure boxes. This is a follow on procurement to N00019-17-C-0061, sole source, Lockheed Martin Corporation. Lockheed Martin is the Original Equipment Manufacturer of both the KC-130J aircraft and the LAIRCM-ATW A-Kits. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. BACKGROUND The USMC inventory of the KC-130J aircraft require countermeasure upgrades to provide increase capability in order to meet threat capabilities. Department of the Navy (DoN) Large Aircraft Infrared Counter Measure (LAIRCM) A-Kit was designed and developed by Lockheed Martin, the Original Equipment Manufacturer. The DoN LAIRCM A-Kit protects the aircraft from hostile missile threats in the infrared environment. The Government did not purchase a license for the data rights for the A-Kit. The Government provides the procured LM A-Kits as Government Furnished Equipment (GFE) to various Government selected locations to install the A-Kit and then integrate the B-Kit. This requirement is for the procurement of A-Kits only. 3. INFORMATION REQUESTED NAVAIR is conducting market research to identify Federal Aviation Administration (FAA) certified industry partners that can provide LAIRCM-ATW A-Kits, LAIRCM-ATW Replacement Parts, and LAIRCM-ATW Bench Stock Kits as identified above. Delivery of products must be delivered no later than 84 weeks after receipt of order. Potential contractors are requested to provide information on current products and services, relevant history, evidence of past performance, access to original equipment manufacturer (OEM) technical manuals and data, and capability of supporting in full, the products and services identified herein. Interested contractors shall submit their technical capabilities describing how they are able to meet the Government's complete requirements described in paragraphs 1 and 2 above. Full requirements will be established via Request for Proposal (RFP) and unit pricing will be established via contract award. Installations will be performed separately by military personnel. If your organization has the potential capacity to perform these requirements, please submit two copies of your response in an executive summary format not to exceed 20 pages.
