The Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Fixed Fee (CPFF) delivery order under the Basic Ordering Agreement (BOA) N00019-19-G-0029 to Sikorsky, A Lockheed Martin Company, Stratford, CT. This Delivery Order is for the CH-53K Tiedown Pattern Analysis for the CVN Class and ESB Ship Classes. This action is intended to be awarded on a sole source basis to Sikorsky as permitted by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements, authorized by Title 10, U.S.C.2304 (c)(1) for other than full and open competition. Sikorsky has been the designer and developer of the aircraft for the H-53 legacy and CH-53K helicopters and is the only known responsible firm with the requisite knowledge, capability, experience, technical data, and test equipment necessary to fulfill the Government requirements described. Note: This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
