GENERAL This sources sought is being issued by the Naval Air Systems Command (NAVAIR). The Navy Tactical Airlift Program Office (PMA-207) is conducting market research to identify potential sources for a stand-alone navigation system that is capable of providing Required Navigation Performance (RNP) and space-based precision approach capability for integration into the C-130J aircraft. Potential sources should also be able to provide engineering support services for the stand-alone navigation system. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code currently assigned to this procurement is 334511 – (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing). The following are requirements of the stand-alone navigation system: 1. Include, or be able to, incorporate data from other Beta 3 Wide Area Augmentation System (WAAS) Global Positioning System (GPS) Receivers 2. The RNP/Localizer Performance with Vertical Guidance (LPV) navigation system must be certified in accordance with Technical Standard Order (TSO) C146d 3. BACKGROUND The NAVAIR KC-130J program currently provides technical and operational support for three Kuwait Air Force (KAF) KC-130J aircraft and one Weapon System Trainer. The aircraft frequently operate in dense airspace throughout Eurocontrol, and desire the capability to execute RNP and LPV approaches. The program office is searching for a stand-alone navigation system that can provide RNP and LPV approach capability without having to modify the existing Flight Management System (FMS) software. The operational concept is intended to allow operators to enter and fly takeoff, departure, en route, and arrival flight segments using the legacy FMS. The crew can enter the flight plan prior to takeoff into legacy FMS without arrival and approach details. Once the flight is cleared for an RNP/LPV approach (typically toward the end of the en-route phase), that approach is entered into the stand-alone system, and aircraft control is then switched to the stand-alone system for the approach segment. The desire is to be able to install relays to switch the aircraft controls from legacy FMS to the RNP/GPS approach system during the approach segment of flight for fully coupled lateral and vertical operations, allowing full RNP Approach capability. PMA-207 is looking to modify the KAF aircraft as soon as possible and is interested in fully-developed and qualified systems. 3. INFORMATION REQUESTED NAVAIR is conducting market research to identify industry partners that can provide the stand-alone RNP and LPV approach capability identified above. Potential contractors are requested to provide information on current products and services, relevant history, evidence of past performance, and the capability of supporting, in full, the functions and services identified herein. Interested contractors shall provide their technical capabilities describing how they are able to meet the Government's complete requirements for the stand-alone navigation system for RNP and LPV approach capability described in sections 1 and 2 above, either directly or through teaming arrangements. If significant subcontracting and/or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 3. Related past performance in providing stand-alone RNP/LPV navigation systems to other commercial or military aircraft within the past five years. Specific contract numbers with similar work scope. 4. Related past performance in providing related engineering support services to stand-alone RNP/LPV systems for other commercial or military aircraft within the past five years. Specific contract numbers with similar work scope. In addition, the following technical information is specifically requested from interested parties: 1. If there are options for small, stand-alone displays. 2. Storage size limitations for the navigation database. 3. Alerting/annunciation requirements for the system. 3.3.
