The Naval Air Systems Command (NAVAIR) intends to negotiate and issue a task order under a Basic Ordering Agreement to Thales Defense and Security Incorporated (TDSI) for the procurement of Optimized TopOwl (OTO) Helmet Mounted Sight and Display (HMSD) Field Service Representative (FSR) support. The OTO HMSD FSR will provide on-site technical assistance necessary to support the OTO HMSD system on the H-1 aircraft (UH-1Y/AH-1Z), Full Flight Simulators (FFS’s), Flight Training Devices (FTD’s), and Composite Maintenance Trainers (CMT’s). Additionally, the FSR will perform on-site technical assistance necessary to support Depot Level Specialized Test Equipment (STE) at the OTO Depot Fleet Readiness Center Southwest (FRCSW). This procurement will be conducted in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that TDSI is the only US company with the required data rights licenses to service the OTO HMSD system and associated components.
