The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source hybrid cost-reimbursement and fixed price type contract modification with DRS Systems, Inc. Melbourne, FL for repair of repairables and non-recurring engineering, to include prototypes, engineering development models, and production representative models of sensors, processors, lasers, and fiber optic cable assemblies (FOCA), for the enhancement of the AN/AAQ-45 system of the Distributed Aperture Infrared Countermeasures (DAIRCM) program to support Department of Defense (DoD) requirements. This effort is being awarded on a sole source basis to DRS Systems, Inc. in accordance with FAR 6.302-1 because DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.
