The Naval Air Systems Command intends to modify firm fixed price delivery order N00019-21-F-0058 under Basic Ordering Agreement N00019-20-G-0007 to The Raytheon Company (Raytheon) to incorporate previously approved Engineering Change Proposals to an additional quantity of 20 lower lot Suspension Under Wing Unit (SUU)-63 Pylons (PN 74G730101-1003) in order to meet upper lot aircraft requirements (PN 74G730101-1041). This course of action upgrades pylons of differing variants to a pylon that will be able to support fleet needs and requirements thus increasing readiness and availability. These upgrades will bring SUU-63 pylons up to current aircraft configuration requirements with the application of Low Observable (LO) coating and improved wiring. Raytheon shall also assess the quality of the SUU-63 pylons received and correct non-conforming ones to the extent necessary to execute the required upgrades. This acquisition is being procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment) and is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Raytheon is the sole designer, developer, and original equipment manufacturer, with the intricate knowledge of various avionics, targeting, and sensor systems installed aboard the F/A-18 and EA-18G weapon systems and as such possesses the requisite technical data, knowledge, and special skills regarding the design and operation to meet the Navy’s requirements.
