The Naval Air Systems Command (NAVAIR) intends to issue separate sole source, follow-on Full Rate Production (FRP) contracts to The Boeing Company for the production years FY21 (Lot 12) and FY22 (Lot 13) P-8 Poseidon Aircraft, in the event FY22 quantities are authorized and appropriated by Congress and/or Foreign Military Sales. In addition, the Government anticipates the procurement of logistics support, initial spares, support equipment, special tooling and test equipment, systems engineering, production management, parts obsolescence, engineering change proposals, efforts associated with the disposition of production-related equipment and technical, administrative and financial data for Lot 12 and Lot 13, as well as previous production lots, under separate contract actions. The procurement is for the manufacture of nine (9) Lot 12 aircraft and up to ten (10) Lot 13 aircraft (or other quantities as otherwise authorized and appropriated by Congress and/or Foreign Military Sales) and related production support noted above. These requirements will be procured pursuant of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” As the sole designer, developer and manufacturer of the P-8A Poseidon aircraft, The Boeing Company is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
