The Naval Air Systems Command (NAVAIR), PMA263 (Program Office for Small Tactical Unmanned Systems), intends to award a firm-fixed-price contract action with Contractor, Insitu Inc., to establish pricing for a new Air Vehicle configuration (without CRP and with a Strongback) in support of the RQ-21A Unmanned Aircraft System. This action is being awarded on a sole source basis to Insitu, Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Insitu, Inc. is the sole designer, developer, and manufacturer of the RQ-21A Blackjack, and as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein, in order to satisfy the government’s requirement. The North American Industry Classification Systems (NAICS) code for the needed supplies anticipated herein is 336411. This synopsis was published for information purposes only. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
