The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to enter into negotiations on a non-competitive basis with EFW Inc., Fort Worth, TX for the labor, material, and facilities as may be required to repair the items specified within this document. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government intends to solicit for the repair of items to include but not limited to: Integrated Avionics Processor (IAP) and the Active Matrix Liquid Crystal multi-function displays for the V-22 pilot and co-pilot displays known as SLIM MULTI-FUNCTION DISPLAYS (SLIM). The above listed items are in support of the V-22 aircraft. Issuance of a firm-fixed priced delivery order under Basic Ordering Agreement N00019-17-G-0014 awarded to EFW Inc. is anticipated. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. EFW is the Original Equipment Manufacturer (OEM) of the IAP and SLIM. The Government does not possess (or cannot provide) the data necessary to perform the required repairs of the items. Consequently, EFW is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule.
