GENERAL This sources sought is being issued by the Naval Air Systems Command (NAVAIR). The Navy KC-130J Program Office is seeking a Rolls Royce AE2100D3 Virtual Reality (VR) Training Software Application and License to provide support for the NAVAIR KC-130J aircraft utilized by the U.S. Marine Corps (USMC). This effort consists of delivery of the Rolls Royce AE2100D3 Virtual Reality Application and associated license(s) for the KC-130J engine to be used in the training of USMC KC-130J students at the Center for Naval Aviation and Technical Training (CNATT) Detachment at Little Rock AFB (LRAFB), AR. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. The result of this market research will contribute to determining the method of procurement. BACKGROUND The NAVAIR KC-130J program currently provides support for the Rolls Royce AE2100D3 engines. Initial Power Plant student training for USMC is conducted by CNATT at LRAFB. A requirement exists to provide an AE2100D3 engine VR training application to augment the existing Power Plant courseware and curriculum. 3. INFORMATION REQUESTED The following items are required as part of the Rolls Royce AE2100D3 Virtual Reality (VR) Training Software Application and License: On-site installation and set-up of the app on the equipment, if required Initial training on how to optimize the value of the app, if required License activation code – timed key code for duration of the license Software technical support – during normal business hours Software updates – revisions/versions Upload of specific training modules as they become available – self-guided modules Ability to link between multiple VR sets (local and distant) if cellular network provided Ability to link with a certified AE2100D3 Instructor (enrollment and payment separate) Please submit two copies of your response in an executive summary format not to exceed 20 pages. Experience in providing Rolls Royce AE2100D3 Virtual Reality (VR) Training Software d. Ability to conduct on-site classroom and hands-on-training for AE2100D3 Virtual Reality (VR) Training for Government personnel in engine related aircraft operation, maintenance and safety proficiency. 3.3 Specific Commercial Information Requested a. YES NO f. The Government, and the Government only, must determine not only if an item is commercial but also if the commercial prices are fair and reasonable. This is usually accomplished through proof that commercial market forces have driven the setting of the commercial price. Such proof would describe the commercial market acceptance of the price or, more plainly, invoices proving that the item has been sold commercially at like prices, for like quantities.
