Description: The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source firm-fixed-priced contract to L-3 Communications Corporation, 9020 Balboa Ave, San Diego CA, 92123-1510. This effort is for the procurement of the modernized radios to be installed in the Tactical Tomahawk (TACTCOM) Block V All-Up-Round (AUR) missiles. The Government anticipates negotiating and awarding a contract with one (1) base year and up to four (4) option years. L3 Communications point of contact for subcontracting opportunities is Gina Carpenter: phone 858-694-7547. L3 is the designer, developer, and manufacturer of the modernized radios required for TACTOM AUR Block V missiles. As the only qualified manufacturer possessing the technical documentation, special skills, experience, and active production facility required in manufacturing the modernized radios, only L3 can provide this radio for the TACTOM AUR Block V missile to meet the Government’s requirements. The Government does not possess a full technical data (TDP) for the modernized radios, nor does it have unlimited rights to the system. As such, L3 is the only uniquely qualified source that currently possesses the required technical knowledge and expertise of the Tomahawk Block V AUR missile capable of meeting the Government’s immediate need within the required timeframe without duplication of costs.
