Amendment 001 The Naval Air Systems Command (NAVAIR) intends to issue Firm Fixed Price and Cost Reimbursement task orders under Basic Ordering Agreement, N00019-20-G-0005 to Northrup Grumman Corporation. The effort will include firmware updates and associated hardware to the H-1 Government Furnished Equipment (GFE) Tech Refresh Mission Computers (TRMCs), and include repair and modification, test, Operation Flight Program updates, boot check, and final GFE inspection in support of the United States Marine Corps H-1 Helicopters. The effort also includes the upgrade of up to 45 LRIP TRMCs to production configuration. 37 of these LRIP TRMCs require the v5.04 firmware update. Additional upgrade modifications consist of PMCs, VPAs and possible power supplies. These computers will be used to support the USMC H-1 Fleet and capability integration through developmental and operational testing. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2). Northrop Grumman Corporation is the original designer, developer, and manufacturer of the H-1 TRMC and is the only known company with the requisite knowledge, data, and capability to meet the Government's requirements.
