The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed price delivery order under Basic Ordering Agreement (BOA) N00019-16-G-0013 to Simmonds Precision Products, Inc., 100 Panton Rd, Vergennes, VT 05491, to procure two (2) additional Integrated Mechanical Diagnostics Health and Usage Monitoring System (IMD HUMS) kits to support the Bahrain AH-1Z aircraft; and six (6) IMD HUM kits to support AH-1Z’s and ten (10) to support UH-1Y’s for Czech Republic. This procurement will be made in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(4), as implemented by the Federal Acquisition Regulation (FAR) 6.302-4(a)(2), in that NAVAIR is directed by the FMS Cases for Bahrain and Czech Republic to procure directly from original equipment manufacturer. The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
