The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source firm fixed price contract action with Cobham Mission Systems Davenport Life Systems Support, Davenport, IA to evaluate modifications of orifice diameter on H-1 On-Board Inert Gas Generating System (OBIGGS) performance. This requirement is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Cobham Life Support Systems, Davenport, IA is the sole designer, developer and systems integrator of the H-1 series Helicopter. As such Cobham Life Support Systems, Davenport, IA is the only known responsible source with the knowledge, in-depth experience, technical data, tooling and test equipment required to perform this effort within the required schedule.
