The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source delivery order under Basic Ordering Agreement N00019-16-G-0012 with Bell Textron Inc. (BTI) for forward fit and retrofit Swashplate Improvement Kits and procure spare parts from the kits. Approximately 380 units of the Swashplate Improvement Retrofit Kits will be acquired. This delivery order will have a base plus four option years to procure the mentioned supplies. This requirement is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” BTI is the sole designer, developer and systems integrator of the H-1 series Helicopter. As such, BTI is the only known responsible source with the knowledge, in-depth experience, technical data, tooling and test equipment required performing this effort within the required schedule.
