The Naval Air Systems Command (NAVAIR) intends to negotiate and award a modification to Delivery Order N0001919F2628 under Basic Ordering Agreement N00019-16-G-0012 with Bell Helicopter Textron Inc. (BHTI) to add scope to the current Tail Rotor Drive Systems (TRDS) redesign effort. Added scope includes redesign of the Intermediate Gear Box (IGB) input quill to incorporate a sliding spline and a redesign of the drive shafts. This requirement is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” BHTI is the sole designer, developer and systems integrator of the H-1 series Helicopter. As such BHTI is the only known responsible source with the knowledge, in-depth experience, technical data, tooling and test equipment required to perform this effort within the required schedule.
