The Naval Air Systems Command (NAVAIR) 47123 Buse Rd, Patuxent River, MD 20670, intends to negotiate a sole source task order under Basic Ordering Agreement (BOA) N00019-19-G-0031 with Collins Aerospace, Inc., 3200 East Renner Rd, Richardson, TX 75082 for the procurement and installation of Block II Support and Sustainment System (SASS) support equipment (hardware, software and licenses) in support of E-6B aircraft. This is a follow on production contract to the E-6B Block II SASS non-recurring engineering contract (N00019-14-G-0021, TO N00019-19-F-0012), with Collins Aerospace. This intended procurement will be processed pursuant to the authority of 10 U.S.C 2304 (c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. As Collins Aerospace is the only contractor with the necessary technical data to perform this support effort for the identified systems, award to any other source would cause unacceptable delays in fulfilling requirements and result in substantial duplication of cost to the Government that would not be expected to be recovered through competition. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement which shall be considered by NAVAIR.
