The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award an order under an existing Basic Ordering Agreement with Northrop Grumman Systems Corporation (NGSC), San Diego, CA, to assist with MQ-8C maintenance planning and support. Specifically, this effort will include the procurement of MQ-8C Fault Tree Analysis (FTA), inclusive of Built-In Test (BIT) codes and the respective test/fault coverage and triggering conditions for various MQ-8C systems, and the update of all applicable Interactive Electronic Technical Manuals (IETM) fault isolation and troubleshooting data modules for the various MQ-8C systems, including development of new data modules when required. For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGSC is the original equipment manufacturer and sole designer, developer, manufacturer, and integrator of the MQ-8C unmanned aircraft system, and therefore the only source with the requisite knowledge, experience, and technical data of the MQ-8C unmanned aircraft system design, operation, and maintenance requirements to successfully provide the Governments requirements in a timely and cost effective manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
