This is the continuing required effort to repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during the Engineering Change Proposal (ECP) 6279 upgrade... This is the continuing required effort to repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during the Engineering Change Proposal (ECP) 6279 upgrade done by the Original Equipment Manufacturer (OEM). Effort also to include Configuration upgrades. Radar was previously procured ECP-6279 Retrofit on a sole-source basis to Raytheon (OEM). Raytheon is the designer, developer, manufacturer, and Depot for the APG-79 radar. They are the sole owner of the drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP6279. WRA repairs were performed under NAVSUP contract N00383-10-G-005H. In accordance with FAR 6.302-1(a) (2) (ii) (A), the Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment including major components thereof, to be available only through the original source, and has determined that award to any other source would result in significant duplication of costs which would not be recovered through competition.

Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a delivery order under blanket ordering agreement (BOA) N00019-15-G-0003, or a follow-on BOA, to Raytheon Company... Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a delivery order under blanket ordering agreement (BOA) N00019-15-G-0003, or a follow-on BOA, to Raytheon Company, to repair Weapons Replaceable Assemblies (WRAs) in support of the APG-79 radar, which were identified as non-functioning following baseline testing during the Engineering Change Proposal (ECP) 6279 upgrade done by Original Equipment Manufacturer (OEM). This effort includes configuration upgrades. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Raytheon is the designer, developer, manufacturer, and Depot for the APG-79 radar. They are the sole owner of drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP 6279. Therefore, Raytheon Company is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost-effective manner. The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition.
